Haiti is in the midst of a catastrophe. Gangs continue to kill, kidnap and rape, and many Haitians are also unable to get sufficient food, water, or medical care.
Over a decade, Haiti’s politicians have stolen billions in public funds, destroyed state institutions, and funded and armed gangs. It is unrealistic to expect the same people who created the crisis to resolve it—or to effectively prepare to mount free, fair, and participatory elections.
The U.S. should support the brokering of an agreement for a transitional government that includes civil society. Haiti needs fresh leaders to restore legitimacy and functionality to government and prepare for fair elections. Civil society organizations, which have served Haitians’ needs in the absence of functional government, have earned popular respect and a role in Haiti’s leadership.
If governance is not effectively addressed, no other solutions will work, because government controls the levers for improving security, hunger, justice, the economy, and every other aspect of the crisis. We need a transitional government that can restore TRUST, SECURITY, ACCOUNTABILITY, and DEMOCRACY.
